Challenge
Ensuring governance under NEC for complex delivery
HS2 Phase 1 presented a highly complex infrastructure delivery environment, governed by NEC contracts and involving multiple stakeholder interfaces. The client required support in managing cost risk, programme exposure, and compensation event workflows in accordance with public-sector governance standards.
With billions in value and nationwide attention, the commercial team needed accurate forecasting, defensible documentation, and streamlined NEC administration. Ginjo was engaged to strengthen the programme’s commercial controls and assurance framework.
Solution
NEC-aligned commercial controls
Ginjo deployed commercial consultants to work alongside HS2’s in-house team. We focused on strengthening cost tracking, improving notice management, and enabling accurate assessments for compensation events. Our team created clear workflows for approvals and applied structured peer review to all submissions.
We helped integrate real-time dashboards that supported HS2’s internal reporting cadence, reducing ambiguity in key decisions and improving accountability across delivery partners.
